Maldives Moves to Cancel Hydrography Agreement With India
The Mohamed Muizzu administration has issued a notice to the Government of India to cancel the Hydrography Agreement signed between India and the Maldives. Under Secretary for Public Policy Mohamed Firzul Abdulla Khaleel said a six-month notice is required, and the agreement will terminate on 4 June 2024. The agreement was signed on 8 June 2019 to identify characteristics of Maldives' seas and marine ecosystem, and included establishing a headquarters and facilities for hydrography within the Maldives National Defence Force (MNDF). The Muizzu administration reviewed agreements from the previous Solih administration deemed intrusive on sovereignty, and flagged this agreement as potentially infringing. Khaleel stated that the agreement would automatically extend for five years if not cancelled. He argued that coastal information is proprietary and should be collected by MNDF with no external involvement. Under the agreement, Maldives draws a 35% commission on sales to Maldivian interests and 25% if India sells to foreign interests. An MoU was signed on 8 June 2019 during Modi's visit, and the Maldives Hydrographic Service was established on 7 March 2022. The agreement drew criticism from the then opposition.
