The Information Commissioner's Office (ICOM) reported that only 7 out of 935 government agencies published all required materials under the Right to Information Act, based on a study conducted with Transparency International between November and December last year. Compliant agencies include two city councils, four independent institutions, and the Drug Court. Information Commissioner Ahmed Ahid Rasheed highlighted a culture of secrecy and noted that only 494 agencies (47%) had websites. State-owned enterprises disclosed on average 21% of required information, hospitals 11%, and educational service providers also performed poorly. ICOM urged moving from secrecy to disclosure.
